The two most common repairs for horizontal blinds are to replace broken tilt-gears or to replace plastic tilt-barrels. Plastics will oxidise when exposed to sunlight, gradually causing them to turn yellow and ultimately to become so brittle that they simply fall apart. When you see string ladder hanging down at the top of your blind, this is the likely cause and repairing it requires replacing the worn out barrels with a duplicate part. Tilt barrels come in dozens of shapes and sizes, with differently-shaped holes for connecting to the metal pinion inside the blind.
